Change is inevitable. It's how we deal with that that's important. Certainly don't want to jump from the frying pan into the fire.
I would suggest that those whose homes are flooded seriously consider not rebuilding, but take the insurance money and move to a home on higher ground, letting nature have its natural run with the property in the floodplain. We need more parks anyway.
You move because you want a change from where you are which you feel is unsatisfactory, so any kinds of moves should give one the satisfaction for a change.
