Let me - an African American (preferably, American of African descent) whose ancestors were kidnapped in Africa and brought on a slave ship to America - begin by offering my heartelt thanks to President Donald J. Trump for highlighting the immigrant isuse and demanding, in his own way, what must be done to address the immigrant problem. Although, he does not have a policy or plan that offers a solution to the immigration problem, he has made immigration a front-and-center issue that Americans in all walks of life cannot ignore, because all Americans are being impacted by immigration who are in America and those who will be coming to America unless the immigration issue is addressed.

The immigrant population (legal and illegal) hit a record 44.5 million in July 2017.

The Fields's immigration proposal. I propose that there be a "moratorium on immigrants coming to America, for a leset three years or until the following two conditions are adequately adderssed by the Congress and President. It was Congresses and Presidents who enacted legislations and policies that created and perpetuated slavery and homelessness. These two conditions:

1. Reparations. Payment of reparations (in money and/or legal tender) to descendants of Africans whose ancestors were enslaved in America during the 244 years slavery existed in America.

2. Homelessness. According to the U.S. Department of Housing and Urban Development's Annual Homeless Assessment Report, as of 2017 there were around 554,000 homeless people in the United States on a given night, or 0.17% of the population. People who are homeless for at least a few nights are estimated to be between 2.3 million and 3.5 million.

Succinctly, the moratorium is to be and remain in effect until Congress (consisting of the House of Representatives and the Senate) enact legislation that is signed by the President with a plan that is as definitive as the legislations appropriating funds for the miitary and prison system. To reiterate, the moratorium is to be and ramain in effect until reparations are paid descendants of African Americans and homelessness is eliminated in America. 

Payment of reparations to descendants of slaves and the elimination of homelessness will make America, if not great - and forget "great again"  - better than she has ever been, advancing her toward " a more perfect union."

Now is the time to begin the moratorium on immigrants coming to America. Now! Now! Now!
