We can't rely on the government to locate and determine all criminal behavior. As citizens, we must all inform law enforcement of suspicious behavior. Fortunately, the capability of cell phones to take photos and videos has greatly increased citizens' ability to report suspicious activity. We have the Crimestoppers program that allows anonymous calling in of tips and rewards for finding suspects.
Unfortunately, among many of our poorer and immigrant citizens, suspicions and even crimes are not reported because these people often are intimidated when having to go to the police. Please encourage anyone that you know that doesn't want to report criminal activity, to do so.
