Golden details the means by which the vicious circle of campaign contributions from the law firm of Chapman and Cutler to members of the General Assembly lead them to incorporate items such as teacher lounge furniture and curtains under the category of "health safety." On the basis of such pernicious legislation, the governments levy taxes to pay for bonds, the legal fees for which go to the bond-writing law firm of Chapman and Cutler.

Les "Cut the Taxes" Golden has been a decades long fighter in Illinois for tax relief.
