Dr. Nellums received his Bachelors and Masters degrees from the University of Central Arkansas, and a Doctorate in Educational Leadership from the University of Arkansas at Little Rock. A product of segregated schools in the rural south  where he witnessed first hand the inequity of public schools, funding, and the allocation of resources associated with school operations. Dr. Nellums had advocated for curriculums and academic programs to address the substandard education African American children and especially boys of color often receive in America's Public School. He is an outspoken advocate of  single gender classes and schools for African-American children in urban and high poverty schools across the nation. A protege of Dr. Theman R. Taylor, a noted Black Historian, Dr. Nellums is fluent in African-American History, Urban Studies, Urban Politics and Voting Patterns, and Social Politics. Dr. Nellums co-authored the text, "A Matter of Life or Death, Why Black Men Must Save Black Boys in America's Public Schools." His primary motivation was addressing the fact that despite the implementation of numerous educational programs, including Head Start, Race to the Top, and No Child Left Behind, black boys continue to fare poorly in the nation's public schools. He believes that African-American men from all walks of life, and especially Black Male Educators must assume the responsibility of addressing the educational needs of their posterity. The text is a "how to guide for black mothers, educational professionals, and others interested in saving black boys. Dr. Nellums also is the primary director of the Arkansas Minority Voter Information project.
