Young people in the periphery have no access to basic services: no education, or health, no fresh drinking water etc. They feel abandoned by their governments who failed to provide them the most basic services. If the world does not intervene to punish these dictators who turned their countries to breeding areas of future terrorists then it will be a futile attempt to fight a war on terror when millions have already become terrorists while a comparable number of young people are on their way to join the terror machine. More seriously is the worsening political condition of certain countries like Somalia where we have had no functioning central government over the past 16 years. In such situations of chaos and strife warlords find it a fertile ground for recruiting terror groups who merely respect tribal ideoplogy; So it is better to fight those conditions that lead to the making of a terrorist than fighting the terrorist himself
