It used to be that government before acting much too soon,
Would opt for a kind of dry run, to loft a trial balloon.
No longer do they have a need to launch balloons. Not quite.
For what they do at present is, they go and fly a kite.
Our future Social Security needs mandate a fund, a trust,
But by the time it's needed, it may have gone flat bust.
How, you ask, can this be so, what is it this fund wrecks?
It's simply this. Our Uncle Sam is busy kiteing checks!
We merrily put our money in. Create a security blanket.
Oblivious that another agency can just reach in and yank it
Over there from over here, so it can pay its bills.
Thereby, somebody in Treasury can acquire fiscal thrills.
If the State Dept. ascertains, it's got the shorts on payroll,
It "borrows" money from the Pentagon and with a banker's toll.
As long as the Pentagon gets its money timely back from State,
It all works fine and for years this thin ice Sam can skate.
We all can do the same thing with a number of checking accounts.
Everything will work real fine 'til a check we write doth bounce,
And then we find, lo and behold, with backs against the wall,
It's O.K. if Uncle Sam does this. For us it's against the law.
What we're doing is the same as a spouse who tells the tale,
"I saved a ton of money today. I only bought on sale!"
We cannot spend bucks we do not have. That's a financial bubble
That'll burst one day and cause us all humongous fiscal trouble!
