By very definition, a hero must "do" something that resulted in a/an heroic act or result.
I think it's sad that we call people heroes who are merely innocent bystanders in the lottery of life and death. It is not being a victim that makes one a hero. It is usually someone who challenges or sacrifices everything to right a wrong that makes for a hero.
