That is all The Mayors & City Councils have Done ...
For several decades Now.
Not just here in Baltimore,
But in every Major City across this Nation.
In every city that has ghettoes, slums, poverty ...
And abandoned vacant houses, the so-called "authorities"
Have just "talked a good game" ...
But ... NO ACTION!
Oh sure, occasionally, some One big project may have been done,
Like the Millions of Dollars the Rouse Company
Made here in Baltimore, 20 years ago.
"Deals" were made with Developers to come in and build,
whereby they were given special "incentives" ...
Like reduced taxes, or whatever ...
Meanwhile the poor residents of the areas,
Like Sandtown-Winchester could not afford
To buy said houses that were built or renovated.
"Oh well ... I guess that's Progress?"
Many years ago, I had a 20' banner I put over top
My garage door, so I saw it every morning before
I left for work ... it read:
"THY ACTIONS ALONE DETERMINE THY WORTH!"

Tonight Fox 45 televised a Live TOWN HALL Meeting.
5 Community Leaders were on the panel,
the church was crowded with people,
Emails & Tweets from others were read aloud ...
Several attendees gave questions & comments.
It was interesting, and many complex issues discussed ...
Racial issues, education failings, lack of jobs & opportunities,
Financial lacks of investments, historical repetitions,
Single parent families, and more, more, more ...
TALK ... TALK ... TALK ...
One guest woman pointed out the fact that ...
There was No Female representation on the Panel!
One Fox News Moderator pointed out the Mayor
Had been invited ... but DECLINED!
After several weeks now, of all the "Talking Heads"
Espousing their High-Falutin' "Pearls of Wisdom"
My humble opinion is that they all somehow ...
"Missed the Boat"
Rent Subsidies are Not the answer!
"Slum Lords" were allowed to Rule Far Too Long!
Only Pride of Ownership instills Care of Property!
JOBS!
"Give a man a fish and he eats for one day ...
TEACH A MAN TO FISH ...
AND HE EATS FOR A LIFETIME!"
"ACTIONS SPEAK LOUDER THAN WORDS!"

Politicians are very good at coming up with entitlements like rent subsidies because they are easy to legislate and "get rid of" the problem. You are absolutely right about jobs, property ownership, and opportunity.
Since the politicians are in the pockets of rich people, many of the entitlements like rent subsidies benefit cronies like the absentee landlords, slumlords.
I favor programs like the New Deal where individuals, according to their talents, would be hired, by the city, the county, the state, or the federal government to do jobs that would enhance society like musicians, artists, writers, and creators of all kinds. Given a living wage and the opportunity, perhaps, to buy subsidized homes that they could afford (not the unaffordable home buying that went on by greedy banks before the market bust), would go a long way to improving life for those below the poverty line.
