Not to defend arrogance, but you have to chalk some of it up as ignorance or distraction. Some people are just plain ignorant that they are annoying others by their behavior. The telephone is a good example of a distraction. That person in the grocery line may be having a problem with her child that she can't be with to select all select all properly discipline and is more frustrated than arrogant.
You failed to mention one area, probably because your job on the road primarily involves drivers and the public. That area is superiors or bosses. I've had both good and bad. The way that most corporations are now structured, bastards are often chosen to lead because they are required to do the dirty work of cutting people from jobs when the budget is reduced. From long experience, I've found that these gatekeepers are generally that one step beyond their competence and are fearful that someone will find them out. That's why they act arrogant to hold off any sense that they have a weakness towards their employees.
The same is true of professionals. Those that are snobbish or arrogant and active high and mighty are generally very narrowminded and afraid someone will find out how much they cheated to get where they're at. They don't have the strength to share anything with even their colleagues.
It's a character flaw that Charles Dickens portrayed so well in A Christmas Carol.
