And there are plenty of guns going around to make it so. Flying is limited to the atmosphere and to the gravitational pull/push the body can endure. Planes with AI can fly much faster and turn much faster and very soon fly boys will be obsolete and probably already are except for studies of how much punishment a human body can stand and still think before blacking or redding out.
But you're not writing about fly boys, you are writing about high boys in prison places. Many will get out in time and show their ability to annihilate very soon. Isn't that nice? Sugar and spice.
