When the river bed becomes dried
All the dales and vales are empty;
When the city wall mound is levelled
The deep moat beside it is filled up again.
In regard to this a saying goes like this:
"As fish should not leave the protection
Of deep waters, the agencies of the state benefits
Should not be shown to the commoners."
This may be considered as the secret
Of a long-term and prosperous governing.
