I haven't read The Art of War, so, in part, I'm having a bit of trouble understanding what you mean. But certainly, the Trump administration seems to have a contempt for "fair play, learning and ethics" leading to a disconnection with world affairs that can be quite damaging to the future of the United States, brandishing a warlike stance over nontrivial disputes, fears.
It's been a long time since I read The Art Of War. I shall have to read it again. And I do believe we need a world leader. I believe it has to happen at some point in the future, if we don't destroy ourselves first.
