In many parts of the world we have chaos and strife but hardly any nation in the world would like to intervene unless it has some interests in that conflict. Many people may have already perished when the world wakes up to the fathomless suffering of the war victims in a nation ravaged by War and by then it would be too late to save life through humanitarian intervention.

To avoid such a catastrophe we need an international state run by the civil societies of the world who are connected by a cause of humanity and who have the power to move into disaster areas early enough. I raise this issue out of a deeper concern for countries in Africa which are prone to war but attract less attention from the international community. If something goes wrong in Europe the EU is ready to respond with any means possible, be it force or otherwise; likewise if problems of instability loom over in Latin America, the United States will step in soon to curb the mess. But in Africa the situation is different. Countries from the African Union will be left alone to take care of their own African problems and these countries have no means to make any tangible intervention to solve their problems. They only thing they can do is to put fire to an already burning nation and make the situation much worse than before. Some of the African countries are run by dictators who cannot even feed their own soldiers without outside help, let alone sending a battalion of its own army to a peace-keeping mission in another African country. So a country like Somalia will just disintegrate before the eyes of the international community even though there is an African Union presence. Therefore it is advisable to have an International State of Humanity which is independent from all states of the world (including the UN) which can immediately go to areas neglected by the rest of the world. Let that State remain in exile until it is born sometime in the future: In the meantime it will be represented by the writers, poets, defenders of human rights and peace activists worldwide. They need no bureaucracy and command structure, their voice is enough to reach the problem area one time and the world will wake up to the problem soon. Millions of lives could be saved this way.

The answer lies within our reach
