In the running of a state
Or an enterprise are many,
And each leader or proprietor

But where is what
From of old is known as
The Stratagems of Winning?
Whence does the spiritual in them
Come down? And whence does
The intelligence in them
Come forth? There is that
Which gives birth to the clever leaders
And that which gives perfection
To the state system -- the origin of both
Is one single source.
