*Nov.22, 2003.

I'm wondering--
what the hell
is the federal government doing
keeping California from enacting
strict emissions standards?

Shouldn't they be applauding
an attempt to help the environment
instead of pulling back hard
like a parent with a child?

First of all:
California can take care of itself
without needless intervention.

Second:
What right has the federal government
to intervene in the first place?
These laws are not unconstitutional,
they are not discriminatory.

At least one of our Senators
told her peers they should lay off
before they ignored her stance
and passed the bill anyway--
directly targeted at California.

Isn't that discrimination--
isn't that unconstitutional--
going against the "Full Faith and Credit"* given in each State
or the undelegated "powers" that "are reserved to the States respectively"**

Maybe someday--
after the federal government tramples even more
on the "reserved . . . powers" of California--
Congress will convene to find
there are no representatives or senators from this great Republic present.

They, rather, at home, in their own Republic,
the 6th best economy in the world,
with all their "powers" and "rights" at hand
with no fear of being trumped.

California got beat up by Enron or some such scandal, then blamed it on the old governor. Now you have tinkering going on because of campaign promises. Time for another recall? Thanks, J.

A Guide to Chinese Affairs by Robert Liu

This is a political treatise that deals with the China issue from a completely new perspective. Disparaging as he may sound, from page to page, toward "the old system" and the Communist Party's various wiles, the author demonstrates his mysteriously
