I don't agree with Linda, this are the words of a wise man that will never be old.
After saying that, the poem is a reminder of how the world is shapping up and what it will be like if we are so damn permissive.

it takes a wise and mature man to be responsible for his actions ... wish there were more around ... their "rough" nature is actually comforting ...

Hmmm... every word weighted and balanced here, Bill, and the effect is very sobering and thought-provoking in a very good way. Indeed, safe boundaries pushed to our limits of responsibility and rights is good for both growth and control. Has the double-effect, like swaddling babies, of making all secure.
