The United Nations is a farce, but we do need world government. We need to start over. I hate to say it but the original format was terribly flawed. The United States could veto Russia; the Chinese and the Russians could veto The United States. Let's start with a committee of Nobel Prize Peace prize winners. Any sign of politics or nationalism, and you're gone. They will pick the smartest most principled person they can find from each member nation (state), probably a university professor or a philosopher.
Despite what I said above, democracy is probably a no no. The poor countries could outvote the rich, although a more equitable distribution of wealth is one of our concerns. The United State at one time controlled 45% of the world's natural resources. Some kind of committee system would work better with their recommendations put up for a vote. Once again, no democracy. We must have consensus. That would force the committees to work harder. If consensus can't be reached, the proposal goes back to the committee. The larger body outlines its concerns.
Okay, here's my biggest bogeyman. Fundamentalist religion has got to go, not just Islamic fundamentalism. It causes all kinds of problems everywhere it's found. In America it interferes with government. They have crazy ideas like the world being only six thousand years old. Some even believe men shouldn't shave. I wonder where they got that idea. This is the 21st century. We can't have twenty percent of the population believing in two thousand year old mythology as fact. For god sakes (irony) get rid of the stupid so-called museums in Kentucky. Islam Fundamentalism is obvious. Fix the jihad stupidity. Fix the martyr nonsense. Fix the sect problem, and stop the sexism. At least Saudi Arabia now allows women to drive. But we all know where the hajib came from, and it wasn't Muhammad. He said women should dress modestly, not wear a tent. The Romans used religion in a utilitarian fashion. In other words, it was the opiate of the people. Maybe we'll still need to have some kind of religion/religions for morale reasons. People want to know where they came from and few accept evolution entirely.
Redistribution of wealth. It's coming anyway. Elon Musk says that by 2050 computers (quantum probably) and/or robots will be hundreds of times smarter than we will be. We will have to wear some kind of mesh over our hair to equal their intelligence. So then, computers and robots will have all the jobs. Governments will need to figure out a system where people can support themselves.
War is out. If it's possible nationalism should also be done with. We'd have more of a state system, where every state is part of the larger whole and on the same side. But if you are a revolutionary, for whatever reason, you will be apprehended and do an agreed upon amount of time in jail. Each state supplies an agreed upon amout of police officers or soldiers to enforce peace.
Nuclear weapons will be collected and fired into the sun by a very reliable missile. We'll need inspectors to make sure some state isn't trying to recreate the bomb to establish superiority over everyone else. Guns should go, too, especially automatic and semi-automatic weapons. When Australia has 15 homicides and the United States has 33,000 in a year, it's just wrong. The NRA philosophy "Guns don't kill people, people do" is just not born out by the facts.
You would need some kind of state government, but the people nominated Donald Trump and tried to nominate George Wallace so democracy is out. This should be a meritocracy with the governor or whatever proving he/she can do the job, passing a psychological test. This "governor" would not be paid but living quarters and other needs would be provided as it probably will be for everyone else. We just need to figure out how to give manufacturers and growers the incentive to do that. the governor would pick his/her own staff to get the roads built and keep the people educated (although they'll already be wearing the mesh). BTW, what will they be doing if they won't be working? Ideally it would be some kind of voluntary service, like tending to the national parks, but robots could do that better. Remember we're very smart with the mesh and everything, so we should be able to travel into space, explore, invent new conveniences and read entire libraries. It'll be fun. I'm retired. I know.
