The myth that elephants are afraid of mice may be based on fact. I believe that elephants are quite sensitive to their environment and do not trample small creatures if they can help it. It is only during the must that bulls become crazy with lust and don't pay any attention to what they are trampling when fighting other bulls for female attention and conquest.
That said, the symbol of the incorrigible right in the United States is the elephant. Could your villanelle be referring to that party's behavior in the United States?
