Congress, at the behest of Corporations, have allowed these businesses to underfund Pensions, through a policy of lying about the down-the-road demands placed upon the Pensions. It is maintaining a illusion of solvency without basis in fact, much like the Federal Government spending the SS Fund surpluses. The Members of the Pension Board are petitioning Bush to veto the legislation, and Many think he will. He won't!
