The purpose of this blog is to provide updates on some of the cases I reported in my book (Fighting CPS: Guilty Until Proven Innocent of Child Protective Services Charges ISBN 9-780-9800061-6-2) that had not been resolved when the book went to press, and to report other cases where CPS is not working up to par. I’d also like to hear about cases in which Child Protective Services did the right thing so those cases can serve as examples of what should be done. I feel the need to pass on this piece as well. This is a second report on what has been happening in Arizona and it’s not pretty. Many of you, my readers, will find this editorial right on target.

In his Dec. 1 column, E.J. Montini stated that we should not be criticizing the overworked, underpaid Child Protective Services caseworkers fighting to protect children throughout Arizona. He reminded us of their commitment and their dedication as they continue working in conditions which many people would find unbearable. On this point, I agree with him 100 percent. Montini then goes on to suggest we imagine CPS as a sports team. He compares Department of Economic Security Director Clarence Carter to the coach and the caseworkers to the players. He claims that Arizona legislators should not react to CPS disasters by hiring new coaches. Rather, we should deal with the plight of the players, i.e., the caseworkers.
There is a major flaw in his theory: if the coach cannot accurately assess and report the needs of the players, how can we realistically deal with their plight? Carter came to the Legislature this year and told us the increased funding we gave the agency was adequate. He assured us that everything was going smoothly at CPS.
Obviously, we now know that simply was not true.
Additionally, Montini forgot an integral role in a sports franchise - the general manager. A general manager is responsible for holding the coaching staff accountable and making personnel decisions. In Montini’s scenario, the “general manager” would be Gov. Jan Brewer. She is ultimately responsible for choosing agency directors. She told us earlier this year that her emergency funding request would fix CPS, and she continues to protect her “coach” -even though more than 6,500 cases of possible child abuse went without investigation and confidential CPS files were found in an alley last week. The governor recently announced the creation of a whole new team, the Child Advocate Response Examination Team. This team is tasked with overseeing the investigation of the unexamined CPS reports and will provide recommendations for both this current crisis and future reforms.
From the start, House Democrats have been calling for a multidisciplinary, independent investigation of this situation. However, even if this new team were able to identify exactly how to correct the problems in CPS, I have no confidence in Carter’s ability to implement the recommendations.
If the owner of a sports team has a coach and a general manager who insist the team is fine -- and doing well, even -- when the team continues to lose year after year, what would any good team owner do? The team owner would fire the coach or the general manger, or else he or she would be failing the players and the fans. In this case, “Coach” Carter and “General Manager” Brewer have failed CPS caseworkers and, more importantly, the children of our state. I stand by my call for the removal of Director Carter. He has withheld information, misrepresented facts and mismanaged CPS for far too long.
It’s time for a coaching change in Arizona.
