The purpose of this blog has been to provide updates on some of the cases I reported in my book (Fighting CPS: Guilty Until Proven Innocent of Child Protective Services Charges ISBN 9-780-9800061-6-2) that had not been resolved when the book went to press, and to report other cases where CPS is not working up to par. I’d also like to hear about cases in which Child Protective Services did the right thing so those cases can serve as examples of what should be done. Maternal, Infant, Early Childhood Home Visiting (MIECHV) Program Update

Earlier today, the U.S. House of Representatives passed H.R. 2824, the Increasing Opportunity through Evidence-Based Home Visiting Act, by a close vote of 214-209. This evidence-based program serves thousands of children in Texas with home visiting services every year and we must continue to advocate for this critical program before it expires on September 30.
H.R. 2824, as amended today, would reauthorize the program at current funding levels for five-years. The provision regarding a 50/50 state match of funds by 2020 remains in the bill, with the exception of tribal entities and organizations who would be exempt from this provision due to an amendment agreed to on the House floor today. Although this private/public partnership is something we would normally support, we understand some states implementing the program out of a non-profit agency or in dire financial straits — perhaps cleaning up from a major hurricane — might be forced to shutter badly needed programs if they can’t match. BUT a further development:
Unfortunately, despite the positive developments last week with the passage of H.R. 2824 in the U.S. House of Representatives, Congress was unable to get the Maternal, Infant, Early Childhood Home Visiting Program (MIECHV) reauthorization past the finish line before the September 30 expiration.
So what's next?
The job is NOT done and hope is NOT lost! There has been positive momentum and we are thankful to Congress for introducing both bills, HR 2824 and S 1829, which would reauthorize the program for five years at level funding. Now we must ensure that Congress can come to an agreement and pass legislation as quickly as possible to prevent disruption of services. More than ever we must let Congress know the time to take action is NOW to ensure sustainability for FY2018 and beyond.
The Latest:
The Senate has both MIECHV reauthorization bills to consider and it is likely that negotiations between both chambers will take place before a bill is attached to any moving "vehicle" for passage (such as the reauthorization of CHIP, the Children's Health Insurance Plan). At this stage, TexProtects is most in support of the Senate legislation, S 1829, which would not require a one-to-one state match by 2022 that could put many states in danger of losing their MIECHV funding.
S 1829 currently has 13 bipartisan cosponsors, none of which are from Texas. A successful next step would to see Texas Senators John Cornyn and Ted Cruz signed onto S 1829 and we need you to take action to get it done!
