The purpose of this blog has been to provide updates on some of the cases I reported in my book (Fighting CPS: Guilty Until Proven Innocent of Child Protective Services Charges ISBN 9-780-9800061-6-2) that had not been resolved when the book went to press, and to report other cases where CPS is not working up to par. I’d also like to hear about cases in which Child Protective Services did the right thing so those cases can serve as examples of what should be done. TEXAS KIDS GET A CHRISTMAS GIFT:
Today, Dec. 6, is the Feast Day of St. Nicholas, Bishop of Holland, Patron Saint of Children, in the Roman Catholic Church. It seems a good day to post my last blog for this calendar year. Merry Christmas to all my readers, or Happy-What-Ever-You-Celebrate!
On the front page of the Houston Chronicle, Friday, Dec. 2, 2016, an article announced that Lt. Gov. Dan Patrick of Texas and House Speaker Joe Straus have made a deal for an emergency funding increase to CPS! As soon as the paper work goes through with the Legislative Budget Board (which Patrick and Straus head) over $100 Million will flow to CPS for immediate 12K raises for front-line case workers, 20% increase in salary for 1,110 managers, and 800 plus NEW hires. About time the State of Texas put a higher priority on kids! This won’t solve all the problems of that agency, but it will certainly help. See the background below.

Last week, a heated hearing of the Senate Finance Committee made headlines, drawing statewide attention to the crisis situation of Child Protective Services.
As we’ve been advocating since inception, increased pay for front-line CPS staffers will be key to stemming the spiraling turnover problem at the agency. Commissioner Whitman testified during the hearing that he is already using TexProtects’ CPS caseworker salary analysis to guide the department’s multi-million dollar funding request. Expect to see our workforce study and salary analysis, which has been in the works for the past year, very soon.
CPS has immediate short-term needs that must be met, but the agency ultimately will not emerge from its desperate situation unless long-term structural problems are also tackled. Throughout the session, TexProtects will be at the Capitol insisting that those long-term needs solutions, such as family support home visiting programs, not be pushed to the back burner.
In fact, we’ve already started: In Sunday’s Dallas Morning News, TexProtects authored a full-page op-ed (reprinted in full, below) on the need for programs like the Nurse-Family , problems and excessive workloads will come down when there are fewer children in the system. The current solution must be multi-pronged and include investments in the workforce, kinship care and prevention as well as trauma-informed mental health care.
Of course, we could not accomplish these feats without your involvement and generosity. We’re proud that over the course of TexProtects’ existence, we’ve been able to translate every dollar you’ve given into $21 of funding for child maltreatment prevention programs in Texas. We promise to take that investment even further in 2017.
