The purpose of this blog is to provide updates on some of the cases I reported in my book (Fighting CPS: Guilty Until Proven Innocent of Child Protective Services Charges ISBN 9-780-9800061-6-2) that had not been resolved when the book went to press, and to report other cases where CPS is not working up to par. I’d also like to hear about cases in which Child Protective Services did the right thing so those cases can serve as examples of what should be done. “Hi Deb,
“Still get so massively irritated with things in TX. I would add to your piece that the criterion for working in TX is simply bachelor’s degree, no social service training AND they do the orientation as on-the-job training. Imagine a brain surgeon being trained that way. The culture of the agency doesn't follow their own rules and policies because too many people haven't got the right education and pass on disinformation during fast turnover. CPS pays a bonus at 18 months; most caseworkers quit right after getting the bonus, but there is no bonus for those staying 3-5 years on the job.
“Then look at resources to prevent child abuse and neglect. Where can parents find resources for postpartum depression? Or for parents with kids that have ADD or FASD? What 24 hr. resources are there for parents for drop in childcare? What happens when one kid is sick but the other 4 are not, the car breaks down, the apt complex catches fire, dad is arrested... what resources are there for parents to cope? Look at the 5 mo. old dropped at fire station by a 'sitter'; any sitter could do that at any time. Yes, there sounds like there is more to this story but if there had been a crisis nursery to interact proactively with parents, a lot of problems would be prevented. If a parent feels boxed in, overwhelmed, or hopeless they tend to make bad choices. That is widely known and I could provide a long list of references for it. But in Southeast Texas, what is the safety?
“When CPS goes off wildly and prosecutes, there is supposed to be a failsafe in the courts but over and over the stories come out of Harris County TX that it isn't happening. It happens in Brazoria County TX even more but court corruption there hasn't been publicized so it grows like mushrooms in the dark on the bodies of broken families. Judicial officials in Austin said in 2008 they knew there were serious problems in Brazoria County, but well, it isn't the most populous, there were so many other issues... Now with the focus of reexamining criminal cases handled badly, not one family case has been mentioned.
“CPS keeps saying they need more money but trying to get the budget to examine is ridiculous. I am still bashing away to get budget information from Federal level. I have seen a huge amount of misspending and lying. Huge. Fiscally irresponsible people without orientation or formal education are going to keep making the same bad choices over and over unless funding is better regulated and transparency is introduced.
“The big thing in my mind is that there is no onus to improve the wellbeing of children and families or to look at successful interventions used in other states because of the ‘Perry Provincial Mindset’”. [reference to Texas Gov. Rick Perry]
