The purpose of this blog is to provide updates on some of the cases I reported in my book (Fighting CPS: Guilty Until Proven Innocent of Child Protective Services Charges ISBN 9-780-9800061-6-2) that had not been resolved when the book went to press, and to report other cases where CPS is not working up to par. I’d also like to hear about cases in which Child Protective Services did the right thing so those cases can serve as examples of what should be done. At Least Someone Tried Something . . .

Over nine months ago, the State of Texas began a pilot project to overhaul the foster care system by contracting with a private company, Arizona-based Providence Service Corp., to place children in foster care in 60 rural West and North Texas Counties. The article stated that, as of that date, fewer children had been placed in foster care and the program was some $ 2 million over budget.
“Spokeswoman Catherine Earley confirmed ‘higher-than-expected foster care expenses’ . . . the company is committed to the project but has asked the state for more money.” This has alarmed many advocates who are calling for a pause in the project’s rollout. These advocates say that turning over even more of the foster care system to for-profit companies is “troubling because it raises the possibility that a lead contractor could lose enough money that it decides to pull out from the system. That would be devastating, particularly as the redesign of the foster-care system is expected to force out some subcontractors.” The question of who will pick up the pieces when some company fails was raised.
Katie Olse, associate commissioner for the Department of Family and Protective services, stated that she is checking to see whether the debt is related to start–up or on-going costs of foster care. “The later would be more concerning.”
“The plan is for children to be divided by geographic regions run by lead contractors, which would in turn subcontract with private foster care agencies. Previously, hundreds of such agencies contracted directly with the state in a patchwork system. State case managers will continue to conduct monthly home visits. Texas officials are hoping the redesign of the foster-care system will result in more children being placed closer to where they are from, in addition to sparking other positive outcomes through financial incentives.” The program came about after an increase in the number of children who died of abuse while IN foster care.
This plan has apparently been in the works since 2010. “The pilot’s initial statistics paint a complicated picture of how it is going.” According to the article, some things are better, but others are not as good as the “old model.” One official stated that, considering the program is taking place in rural areas where there are few foster parents and few transportation options, it is “doing as well as expected for the first year of a start-up.” One of the good results is that, “No children placed by Providence have experienced abuse, neglect or exploitation,” according to the company.
Proponents of the new plan are asking for patience.
That makes me wonder, but I hope for the best.
